[Mael-list] Sparks reissues

Can someone please reiterate, or paste from an old message the story behind 
Cigarettes & Politics?

I have it, but have no idea where I got it.  Sure sounds like Sparks tho.

Then again, when I was ten years old, I thought "Balroom Blitz" sounded like 
Sparks.
