Because the quality isn't so good, I thought cutting the original wav-file
and then re-encoding to mp3 would be more advantageous.

Well, that's quite a simple thing to do: just convert the song into a
wav-file, then you can easily cut it into as much pieces as you like
with any wave-editor.
