If you are a CPB-qualified station:

 

As you know, CPB is continuing its negotiations with SoundExchange and a
possible deal is still likely to happen, if not today, then soon.  In
the meantime, according to Kurt Hansen of Radio and Internet Newsletter,
SoundExchange has said they will not go after anyone who continues
streaming after the July 15th deadline as long as negotiations continue.
Our hope is the CPB will work out a deal and continue to pay the
royalties.  We suggest that you do not make any payments.  

 

If you are not a CPB-qualified station:

 

We are still trying to get you covered in the CPB agreement, but I am
not hopeful that's going to happen this time.  So here's what you should
know.  

For the moment, SoundExchange considers noncommercial webcasters as one
unit, which includes you.  In any event, most webcasters are not
planning to pay on Monday and are not planning to pay until an agreement
is reached about rates.  There is some risk associated with this-but it
is small.  It is true that if you don't pay, SoundExchange could come
after you with a collection action and charge interest.  On the other
hand, if you pay and the final rates are less than what is now proposed,
you could be entitled to a rebate which you might collect but possibly
not in your lifetime.
