[Ucrn] March 14 deadline for comments

Hi folks,

I have just heard from Cary Tepper that the deadline has been announced
(March 14) for comments on the FCC's proposed new broadcast rules &
regulations for "Localism." 

We have much less time than we thought - we will definitely want to talk
about this on the next call (next Thursday).
